Reading the shape
Switch Cell metric to Mean Confidence with rows = Division and columns = Capability type. Cells with high count + low mean confidence are where measurement work is overdue. Empty cells are capability gaps — e.g. ME has no governance solution; ASPAC has no governance solution either. Switch metric to Mean Risk to see where risk concentrates.
